The City Administrator’s Office provides centralized direction and leadership for the effective administration and operations of all municipal services for the City of St. Charles as directed by the City Council and serves as the focal point for the management of the City departments. The Administrator’s Office prepares and submits to the City Council a balanced plan of municipal services in adherence with the policy goals and objectives established by the City Council while employing such managerial techniques as needed to assure efficient and effective utilization of the City’s resources.

The City Administrator implements the policies established by the City Council and coordinates all City departments and other affairs assigned by the City Charter. He or she prepares the City’s annual operating budget, and develops management policies and procedures.

Building Safety

The Building Safety Division is the central resource for building construction, code information, plan review, permit issuance and building construction inspection. The division is provided under contract with Safebuilt. If you need to contact them, please call 888-446-1801. Our goal is to protect the lives and safety of St. Charles residents through the implementation of building, plumbing, mechanical and electrical codes.

Residents need to be aware of when a building permit is required. Listed below are a few examples (not a complete listing) of when a building permit is needed:

Replacement or addition of: Central air conditioners; exterior doors; furnaces; garages; gas fireplaces; home additions; re-shingle; re-siding; storage units larger than 10′ X 12′; water heaters; windows.

City Clerk’s Office

The St. Charles City Clerk’s Office supports the Council goal of accessible and responsive government by preparing and keeping the minutes of City Council meetings; overseeing the timely and accurate accumulation, preservation, and accessibility of public records; conducting fair and open municipal elections; and ensuring legal compliance of all official postings, public notices, and related advertising.

The City of St. Charles has a full staff available Monday thru Friday, 8:00 a.m. to 5:00 p.m. to help you with any inquiries you may have. If one of the staff members is not able to answer your questions, they will make sure that they get you directed to the correct person or get back to you with an answer in a timely manner.
