Mayor and Council

St. Charles operates under a charter form of government with citizens electing a mayor and four council members to set policy for the City. Council members serve terms of four years, with two members being elected every two years. The mayor is elected every two years. The mayor and council are elected on a non-partisan basis.

The City Council believes that its people, not leaders, are what makes a City great and actively works to encourage citizen participation in the decision-making process. Whether it is through meetings, advisory boards and committees, telephone calls and letters, or e-mail, the City Council sets policies based on the input and needs of its citizens. The City Charter is St. Charles' constitution outlining the powers of local government. City Council ordinances are compiled in the City Code Book.

City Council meets twice a month on the second and fourth Tuesday at 7:00 p.m. in the council chambers in the City Hall building. Meetings are open to the public.

Mayor William J. Spitzer

Mayor Bill Spitzer was born and raised in St. Charles until his parents moved to Rochester in the late 1960's. His school age years were spent growing up in Rochester where he graduated from John Marshall High School. Bill and his wife Deb, have two children, Laura and Nick. They have lived in St. Charles since 1986 and both children are graduates of the St. Charles High School.

Bill attended Rochester Community College where he obtained an Associate of Science Degree in Law Enforcement. His law enforcement career began with the St. Charles Police Department where he worked as a police officer for 4 1/2 years. Additionally, Bill started a youth safety program in the community called the Safety Awareness Project.

In 1990 Bill made a career change and became a Deputy Sheriff for Winona County. Within a year, the sheriff asked him to return to the classroom and teach a new program called D.A.R.E. (Drug Abuse Resistance Education). Bill has taught this drug and violence prevention program to students K-10 throughout the county since 1992. In addition, he has served as treasurer for the Minnesota D.A.R.E. Officer's Association, National D.A.R.E. Adviser for the State of Minnesota, and serves as a mentor for the State D.A.R.E. Training Team.

Bill has a strong commitment to his community and family values. In his spare time, he enjoys photography, computers, model railroading and attending sporting events. In the summer, the baseball diamond is the place to look for him or maybe attending a game at the Metrodome. On a quiet summer evening you may hear him in the announcing booth of our own amateur baseball team, the St. Charles Sting.

Councilmember Dave Braun

Dave Braun has lived in St. Charles for 46 years. He serves as a Senior Laboratory Specialist in the Electrical Packaging Lab at IBM. Dave has been employed with IBM for 27 years.

He and his wife Paula (Kruempel) Braun have been married for twenty six years. Paula is an elementary school teacher in the Dover-Eyota School District. They have four children. A.J., 20; is a junior at UW-LaCrosse, Shane, 18; is a freshman at Augsburg College in Minneapolis, Cody, 13; is an eighth grader in St. Charles and David-Ty, 7; is a second grader at Dover-Eyota.

Councilmember Wayne Getz

Wayne and his wife Marilyn moved to St. Charles in 1998. They have two daughters and four grandchildren.

Wayne grew up on a farm in South Dakota and graduated from High School in Mitchell. He attended Dakota State and Dakota Wesleyan Universities.

Wayne is the Public Works Director for the City of Altura. He has been a member of the St. Charles American Legion Post #190 for 36 years; and serves as a Eucharistic minister for the St. Charles Borremeo Church. He has served for 27 years with the MN Army National Guards, is certified with the MN Department of Health and carries a MN engineer license.

Wayne spends his free time with his wife, Marilyn and their family. Together they enjoy boating, fishing, hunting, dirt track racing, and shopping.

Councilmember John Schaber

John Schaber is a lifelong resident of St. Charles. John holds a Bachelor of Science Degree in Business from the University of Minnesota and currently is an MIS Coordinator for the Southeast Minnesota Private Industy Council, Inc. John is in charge of the computer department for an organization of 105 employees.

He is a member of the Loyal Order of Moose Lodge in St. Charles.

Councilmember Orven Dahl

Orv and his wife Janell (Fix) moved to St. Charles in 1982. They have two sons Nathan and Nic, three grandsons Cameron, Evan and Preston.

Orv grew up in the Eyota area and graduated from Dover-Eyota High School. He then attended Rochester Community College in Rochester.

Orv worked at Herff Jones in Lewiston for 31 years until their recent announcement that they were closing the lab and moving the work to North Carolina. He is currently working in Utica for Whitewater Milling. He is a member of the Dover United Methodist Church and the Moose Lodge in St. Charles. He was an assistant wrestling coach at both Dover-Eyota and St. Charles High Schools for 28 years before deciding to be a wrestling official.

Orv loves to hunt, and fish (especially in Canada), spend time with his family and friends.
